If the amount of rainwater to be collected is 180 thousand gallons, can pond liner still be used or construction of a storage basin is advisable?

If there is area available for both solutions it is a matter of economics. You also have other decisions to make. Would the liner be a synthetic sheet or a layer of compacted clay or “Volclay”? Could the surface area be used for something else like a green space, which might lead you to think about underground storage.
You’re only talking about 25,000 cubic feet, which is not a large volume as storm water detention goes.
